The Rater’s role includes examining homes during construction and after they're finished to ensure they meet the energy standards of, for example BUILT TO SAVE® and AEP Texas High-Performance Home programs and ENERGY STAR®. These raters can project a home's energy efficiency before it's even built by inputting its details into a specialized computer program. With their extensive knowledge in building science and ongoing education, they provide valuable guidance to builders. Their independent verification is key to trusting that homes meet the requirements of a high-performance home program.

HOMEBUYING ADVICE

Guardians of Home Ownership In the world of buying and selling homes, title companies are critically important. They make sure that the property is really owned by the person selling it. They check all the records and solve any problems. They also offer insurance to protect both the person buying the home and the bank giving the loan. One such title company operating in the Rio Grande Valley of South Texas is Sierra Title of Hidalgo County, Inc. Over the decades since their founding, Sierra Title has earned a reputation for excellence in the title insurance industry and is worthy of being called a “guardian” of property ownership rights. Here’s what you should know about the role of a title company.

B

efore finalizing your home purchase, it is crucial to be certain. Is the seller genuinely the property owner? Are there any past debts or claims against the property? To avoid future problems, it’s smart to get title insurance. This helps protect both you and your new home from the start. Title companies are like intermediaries in real estate deals. They check public records like deeds and tax liens to understand the property’s history. Their main job is to ensure the seller has the right to sell the property. By doing this, they protect the buyer from future disputes about ownership. Any problems found during this process are resolved by title companies. They have experts such as lawyers who can fix issues ranging from hidden debts to disputes about ownership. This ensures that the property changes hands smoothly. Title insurance is another important service offered by title companies. This

protects buyers and lenders from any unexpected problems with the title and covers any and all issues from the past. So, even if a problem pops up after many years, the title insurance steps in to help. It gives buyers and lenders peace of mind, insuring them against losses from things like unknown heirs or errors in public records. Towards the end of the buying process, title companies help with the closing. They manage the money exchange, handle paperwork, and make sure the deed is recorded properly. This ensures everyone follows the law and the deal is done correctly. Title companies protect buyers and lenders with their detailed work. Whether for homes or business properties, they give buyers the confidence to invest in real estate. Buying a home or a business is a huge deal. It’s vital to get the best protection. In the Rio Grande Valley of South Texas,

Sierra Title, with its long-standing reputation, is one example of a title company which offers just that. When choosing a title company, any title company, always make sure it has a good track record and a reputation for communicating well with everyone involved. This will make your home or business-buying journey smooth and enjoyable. Think of your title company as a guardian angel that watches over your new property.

Sierra Title of Hidalgo County, Inc. is Valleyowned and operated with offices in McAllen, Edinburg, Harlingen, Brownsville, and South Padre Island, Texas. The company is one of six independent title companies forming the Sierra Title Group, which has 18 offices in Texas and New Mexico, including offices in El Paso, and in the counties of Cameron, Hidalgo, Willacy, and Kenedy in South Texas. Every year, RGV New Homes Guide dedicates one issue to highlight a group of builders in the Rio Grande Valley. These builders are recognized for constructing high-performance homes that have been officially verified for their energy efficiency. It’s important to note that while most builders claim their homes are energy efficient, the ones featured in the Leading Energy Efficient Builders section have gone beyond just saying it. They are leaders in building energy efficient homes in South Texas. These builders are part of a unique group of professionals who build homes that meet higher standards of construction and energy efficiency than what is minimally required. They choose to do this not because they have to, but because they take pride in their work and the benefits it brings to their customers.

t a time when many construction companies are just meeting the minimum legal requirements, the builders

we’re highlighting are going the extra mile. They’re investing more in

building top-quality, high-performance homes. While many claim to do the same, these builders stand out because they can prove it. When you’re making the biggest investment of your life in a home, you shouldn’t just take someone’s word for it. You should ask for evidence, like a BUILT TO SAVE® or ENERGY STAR® certificate. A home with a BUILT TO SAVE® or ENERGY STAR® certificate has been inspected and tested by an independent, licensed home

energy Rater. This ensures the home meets the rigorous standards of these high-performance home programs. High-performance homes offer many benefits, including better indoor air quality, more comfort, tighter construction, well-installed insulation, and lower monthly utility bills. The greatest advantage, though, is the peace of mind you get knowing your home is genuinely highperformance. Plus, having a certificate of high performance can be a valuable asset if you decide to sell your home in the future.

ENERGY EFFICIENCY

Steps to

Achieve BUILT TO SAVE® Certification

A Builders’ Guide to Building Superior Energy-Efficient Homes

PRE-CONSTRUCTION

Projected Energy Efficiency Analysis

As the first step in the BUILT TO SAVE® process, a licensed home energy Rater reviews the home’s plans, including elevation and floorplan blueprints, Manual J, energy-saving items like ENERGY STAR® appliances, and heating and cooling information. The Rater enters the data from these documents into specialized software that produces a projected Home Energy Rating System (HERS) score. The HERS score is recognized nationally as a good predictor of a home’s energy usage once it’s built. NOTE: Doing a projected analysis before the home is built helps the builder make any necessary adjustments to achieve the targeted energy score easier and at a lower cost, compared to doing them once construction is underway.

BUILT TO SAVE®

is a regional energy efficiency program that awards highperformance certifications to new homes built to standards that surpass minimum building code requirements. The homes are inspected during construction and tested after completion by a licensed, independent third-party home energy Rater hired by the builder. Builders participating in this voluntary program represent an elite group of professionals who take pride in their work and value the superior benefits the BUILT TO SAVE® program provides to their homebuyers. Here is a step-by-step guide on how a BUILT TO SAVE® certification is earned. NOTE: Builders must apply for membership into the BUILT TO SAVE® program in order to request certification for their homes. Visit https://www.builttosave.org/ registration/builder for the application.

Review of the Manual J Calculation

Heating, Ventilation, and Air Conditioning (HVAC) contractors prepare a Manual J by entering the home’s blueprint information into a specialized program. This program calculates the heating and cooling loads of a home and recommends the proper size air conditioning unit based on the home’s specifications. The software is adapted to the particular climate the home is located in. Manual J also accounts for other factors, such as the amount of heat and humidity that each occupant of the home will add to the interior. NOTE: A properly sized heating and cooling system is critical to energy savings and—more importantly—to the home’s comfort. An oversized system will waste more energy, have more maintenance issues, reduce comfort by cycling on and off before it has a chance to remove humidity from the home, and cause moisture and mold issues over time.

THERMAL INSPECTION Moisture Control

Thermal Inspection (After Insulation but Before Drywall)

A home energy Rater performs a thermal inspection after the insulation is installed and before the walls are put in place. The Rater visually inspects all areas of the home to check that the insulation is installed correctly and has the proper R-values. Insulation that has been compressed by force between the studs or into crevices loses its R-value and will not insulate the home adequately. Even spray foam insulation can be poorly installed. Bubbles formed during application can create voids inside the foam that reduce its efficiency. The Rater gives special attention to areas that could allow cold air to escape into the attic or to the outside. NOTE: According to the Department of Energy, a typical home has about a half-mile of cracks and gaps throughout. This can increase annual heating and cooling costs by 20-40% due to air leakage. A thermal inspection performed by a third-party Rater can help assure the homebuyer that the home was sealed properly and give them peace of mind.

The Rater inspects the home’s envelope—including the outer walls, ceiling, and windows— and looks for areas that could create moisture problems in the future. Since the window manufacturer’s labels are still in place at this point as required by law, the Rater makes notes to ensure that their values are as required by code and that they relate to what was specified in Manual J. The Rater also checks areas behind bathtubs located near an exterior wall to ensure that a waterproof backing will be used to avoid moisture issues caused by condensation from changes in temperature.

NOTE: Although moisture management is not a factor in energy efficiency, protecting the home against moisture problems is included in BUILT TO SAVE® inspections as part of the program’s whole-house approach to providing a healthy home environment.

Ventilation

Tight construction is required for superior energy efficiency. But as the home becomes tighter, it is critical that a proper fresh air system is installed to allow the home to breathe. The Rater’s visual inspection ensures ventilation systems are placed properly. Having properly installed ventilation is especially important if the home has spray foam insulation, which has extremely high sealing characteristics. A variety of humidity-controlling devices are available on the market today that can greatly enhance the comfort level of a home. NOTE: Proper mechanical ventilation is key to ensuring the quality of indoor air. Ventilation is nothing more than replacing stale air with fresh air. It is crucial for tightly constructed homes that can trap dust, pollen, and unhealthy air resulting from day-to-day activities, such as cooking, bathing, and even the occupants’ breathing.

Ducts & Air Registers

The Rater inspects the HVAC duct system, looking for areas that are poorly sealed and connected. Mastic is an inexpensive sealant that should be used generously over duct taping at all the seams for maximum protection. Simply using foil tape is not acceptable since heat will cause the tape to fall off and allow air to escape into the attic. The Rater also inspects the locations where the ducts connect to vents and registers in the ceiling to ensure proper connections. NOTE: A properly designed duct system, a function of the HVAC contractor, is key to making sure ventilation delivers an equal amount of air at equal pressure to every room of the home. Failure to equalize airflow will lead to some rooms being colder or hotter than others. Installing jumper ducts is a good way to equalize air pressures and can be a remedy for rooms that are noticeably warmer or colder than other parts of the house. Feb / Mar / Apr 2024

FINAL INSPECTION

Verification of Final Results

The Rater performs a final review of the home’s specifications to verify that it was built as indicated during the pre-construction stage. They make notes of items that can add or detract from the home’s projected energy score. Additionally, the final inspection includes a blower door test and a duct leakage test to calculate the home’s HERS score.

The Duct Leakage Test

The Blower Door Test

Once the home is completed, the Rater performs a blower door test to measure the leakiness of the home’s envelope. In other words, they test how much air goes out or comes in through the roof, windows, doors, vents to the outside, and other openings. To do this, the Rater closes all openings of the home and uses a specialized fan on a doorway to first blow air in, then out. The home’s air leakage to the outside must fall within the acceptable range to qualify for the BUILT TO SAVE® certification.

The duck leakage test identifies leaks in the joints and seams of the HVAC system’s ductwork using diagnostic hardware to measure the ducts’ airtightness. The procedure uses a calibrated fan that measures the airflow rate and a pressuresensing device that records the pressure created by the fan. The amount of leakage must not surpass the acceptable range to meet the requirements of the BUILT TO SAVE® program.

NOTE: The blower door test is usually performed after the home is complete. However, a Rater can perform a roughin blower door test at the thermal inspection stage if all of the home’s openings can be covered—even if with just plywood and tape. Doing a blower door test while the home is in framing allows for an easy fix to any identified problem areas. And, if the home passes at this stage, you can rest assured it will pass at final inspection.

NOTE: An acceptable duct leakage test in Climate Zone 1 (Cameron County) and Climate Zone 2 (Hidalgo County) requires air leakage rates of less than 4% of the conditioned floor area (living space). Anything more means too much air escapes from the ducts and will cost the homeowner money in utilities.

STEP

4

PROOF OF HIGH PERFORMANCE

The BUILT TO SAVE® Certificate

A BUILT TO SAVE®certificate is critical proof that the home was verified as a high-performance home. The supporting documentation provided by the Rater is kept on file by BUILT TO SAVE® as proof of the home’s compliance. This archive has all of the documents submitted by the builder, the Rater, and their Provider, and includes photos taken during inspections, any issues that were found and corrected, and photos of the readings on the manometers used during final testing.

NOTE: Aside from the peace of mind the BUILT TO SAVE® certificate will give the homebuyer, it will be invaluable if they decide to sell the home. It trumps telling prospective buyers that the builder said the home is a high-performance home. National surveys show that homes certified as highperformance demand a higher resale value and sell faster.

The BUILT TO SAVE® Whole-house Systems Label

Building codes require every home to have a label that lists the types and ratings of critical components of the home, such as insulation, windows and doors, and heating and cooling equipment.

-

NOTE: While this label is required by law, regrettably few homes have it. This mandatory label is included with the BUILT TO SAVE® certificate. Compliance with current building codes is another important benefit of the BUILT TO SAVE® program.

At a time when every builder says they build energy-efficient homes, it is a good policy and a great competitive advantage to provide homebuyers with proof—a BUILT TO SAVE® certificate. HOMEBUYING ADVICE

Are You Leaving Money on the Table? Whether you are a builder or homeowner, we guarantee it will be worth your time to read this article—especially if you are not taking advantage of rebates and tax credits for making your home energy efficient.

1

TAX CREDITS FOR HOMEOWNERS

To encourage energy efficiency, the Internal Revenue Service offers substantial tax credits for homeowners who make qualifying updates to their homes. The scope of these credits has recently been broadened by the Inflation Reduction Act of 2022, offering homeowners and some renters the chance to reduce their tax burden. Qualifying updates can include the installation of energy-efficient doors, windows, and skylights, as well as the addition of insulation and air-sealing systems. More substantial installations like central air conditioners, water heaters powered by natural gas, propane, or oil, and even biomass stoves and boilers are also covered. Notably, these improvements must pertain to an existing home or a renovation, not a new construction. Renters, as well as owners of second homes that serve as residences, are also eligible, though landlords are excluded from this benefit. The IRS urges all potential claimants to visit www.IRS.gov/homeenergy.com to review the full list of requirements and qualifications before making any purchases.

HOW TO CLAIM A TAX CREDIT To claim any of these credits, one must complete Form 5695, Residential Energy Credits, and file it with their tax return for the year in which the qualifying installations were made, not merely

18

www.RGVNewHomesGuide.com

purchased. This form will reflect the Energy Efficient Home Improvement Credit and the Residential Clean Energy Credit as applicable. It’s crucial to maintain thorough records of all related purchases and expenses. These records will be necessary when claiming your credit and can be vital in the event of an audit. For those using their homes for business, additional information and qualifications can be found on the IRS website.

HOW MUCH MONEY ARE WE TALKING ABOUT? Under the Energy Efficient Home Improvement Credit, after January 1, 2023, taxpayers may receive up to $3,200 for qualified improvements, equating to 30% of certain expenses. Annually, a maximum of $1,200 can be claimed for energy property costs and certain improvements, with specific caps on items like doors and windows. For advanced energy-efficient installations like heat pumps and biomass boilers, the annual cap increases to $2,000. The Residential Clean Energy Credit offers a 30% credit on the costs of new, qualified clean energy installations, including solar panels, wind turbines, and geothermal heat pumps. These installations must meet certain standards, like certifications for solar water heaters or ENERGY STAR® requirements for geothermal pumps. This credit extends to both existing homes and

new construction and has no dollar limit except for fuel cell properties. Moreover, it’s not an annual credit but can be claimed every tax year until it begins to phase out in 2033. Both credits are nonrefundable, meaning they can reduce your tax liability to zero but not provide a cash refund. However, any unused portion of the Residential Clean Energy Credit can be carried forward to future tax years. The Energy Efficient Home Improvement Credit can directly reduce your tax liability by a percentage of the cost of the improvements, up to the specified limits. Similarly, the Residential Clean Energy Credit encourages the adoption of renewable energy sources by offering a significant percentage back in tax savings. The process of claiming these credits is straightforward, but it requires attention to detail and an understanding of the rules. These include which improvements qualify, how they must be installed, and the necessary certifications for clean energy equipment.

REBATES FOR BUILDERS

Purchasing a verified highperformance home comes with a host of benefits: significant savings on utility bills, enhanced construction quality, superior comfort, and improved indoor air quality, plus the invaluable peace of mind. For builders, there’s more to gain than just professional pride and market

HOMEBUYING ADVICE

distinction as top-tier construction experts. They are also eligible for substantial rebates from organizations such as Magic Valley Electric Cooperative, AEP Texas, Texas Gas Service, and ENERGY STAR®. These rebates are incentives for builders dedicated to creating verified, energy-efficient homes that exceed minimum code standards. While high-performance building standards aren’t mandatory, builders who voluntarily commit to these standards and have their homes independently verified as “highperformance” are recognized as elite, energy-efficient builders. This recognition is not just a badge of honor; it’s a testament to their dedication to building superior homes. Ultimately, this commitment is a dual victory: it rewards the builder with both financial and reputational advantages and provides the homeowner with a home that promises energy savings and comfort for years to come.

• MAGIC VALLEY COOPERATIVE (MVEC) REBATES The Magic Valley Cooperative (MVEc) is offering cash incentives to builders through the BUILT TO SAVE® program in MVEC communities. Starting at $200 for each verified home, these rebates are awarded on a first-come basis, with the potential for increased incentives for homes that surpass standard energy efficiency levels. Additionally, homes that achieve ENERGY STAR® certification garner a bonus rebate of $100 in addition to the $2,000 tax credit for the builder—per home—available with a qualified ENERGY STAR® home. For a home to be BUILT TO SAVE® verified, it must exceed minimum code energy requirements by at least 5%. This involves meeting rigorous construction standards, which are verified by independent RESNET home energy raters through detailed inspections, testing, and photographic evidence. Builders who participate in BUILT TO SAVE® not only benefit from rebates but also gain valuable exposure. Their work is promoted on the program’s website and through the Rio Grande Valley New Homes Guide’s multi-media channels, distinguishing them from those who build to just meet the minimum code. Builder participation is entirely voluntary,

adding significance to the certification and providing homebuyers with assurance of the home’s superior quality and efficiency. Visit www.BuiltToSave.org for a complete list of participating builders. You can also see pages 32 and 33 in this magazine.

• AEP TEXAS HIGH-PERFORMANCE HOME PROGRAM Builders in AEP Texas’ service area, take note! The AEP Texas High-Performance Home Program is offering incentives for homes that stand out in energy efficiency. Builders who equip homes with 15.2 SEER2 or higher AC units can earn incentives ranging from $250 to $550, with additional bonuses for specific requirements than can total up to $1,500. The program’s incentives are designed to reward energy savings that are 5% above the Texas Baseline Reference Home. Not only do these homes need to save kilowatt-hours, but they also must fulfill elective standards. Every home is thoroughly inspected and tested by certified RESNET HERS Raters to ensure they meet the mark for reduced energy costs and enhanced indoor comfort and air quality. Joining the AEP Texas HighPerformance Home Program is a voluntary and cost-free decision for builders. It’s an opportunity to be recognized for quality construction and commitment to energy efficiency. Interested builders can visit www.southtxsaves.com for more details and to view a roster of builders already reaping the benefits of the program. Make the smart move to build homes that are not only better for the environment but also offer substantial savings to homeowners.

• FEDERAL ENERGY TAX CREDIT

(Section 45L)

The Federal 45L Tax Credit Program is a boon for builders and homeowners involved in energy-efficient new construction. This initiative offers a tax credit of up to $2,000 per dwelling unit for properties that achieve significant energy savings in heating and cooling. To qualify, a residential unit must demonstrate a 50% reduction in heating and cooling energy usage compared to a standard home. A home qualified as ENERGY STAR® will

meet the requirements for the 45L tax credit. This efficiency is achieved through improved insulation, windows, roofs, and energy-efficient heating and cooling systems. The program is not limited to new construction. Renovations and the conversion of non-residential buildings into homes are also eligible, provided they meet the energy criteria. This aspect of the program encourages the upgrading of older buildings to be more energy efficient. Obtaining the credit requires certification from a qualified third-party, who inspects and tests the property to ensure it meets the required standards. The 45L Tax Credit not only supports environmentally friendly construction but also offers financial benefits. It’s an incentive for builders to adopt energy-saving practices and for homeowners to enjoy more energy efficient living spaces. For those in the construction industry, leveraging this tax credit can lead to cost savings and a positive environmental impact. Go to www.irs.gov for more information.

FINAL INCENTIVE— BUT THE BEST OF ALL

The goal of all the above incentives is to improve the quality of life for homeowners by encouraging reduced energy usage and costs, and by having better built and more durable homes, healthier living environments, the protection of surely the largest investment we make in our lifetime, and lower carbon emissions for the sake of our planet and for the sake of generations of our children that will follow. When you think about it that way, you’ll understand why it’s fair to say that you may be leaving more than just money on the table if you don’t take advantage of these excellent incentives.

t the top of the list of reasons for Materiales El Valle’s popularity is its millions of square feet of product inventory and thousands of square feet of showroom space with beautiful fullsized displays and samples of products including brick, ceramic tile, glass mosaic tile, handmade Saltillo tile, roof tile, porcelain, marble, Travertine, Cantera, engineered stone, and wood flooring. If a product makes your home stand out from the ordinary, the company almost certainly has it in stock—and in large supply. And what could go better with the largest inventory? How about the best prices! The company’s longstanding history with name-brand manufacturers is a major part of its success. Because of those relationships, Materiales El Valle is able to not only offer lower prices; more importantly, the company is able to introduce the latest trending products, which may explain why so many builders win awards for homes that use materials that are often new to the market. No matter how good products are and how inexpensive they may be, shoppers, however, tend to place greater value on how they are treated and whether they can rely on their vendor to be there for them. And that’s where the company excels—customer service. Combined with their many years of knowledge and experience, Materiales El Valle’s staff provides a friendly, personal service that makes buyers feel like family…because in the company’s eyes, they are. And that keeps customers coming back.

ENERGY EFFICIENCY

Optimal Home Insulation: How to Choose and Install for Comfort and Cost Savings

W

hile often overlooked, insulation is a crucial factor in ensuring your home’s comfort and managing energy costs. It’s not as visible or immediately striking as kitchen countertops or lighting, but its impact is felt in every energy bill and in the overall comfort of your home. In areas experiencing extreme temperatures, such as the Rio Grande Valley, the importance of insulation is amplified. The effectiveness of insulation is dependent on two key factors: the type of insulation and its installation. The right insulation, installed incorrectly, won’t do its job, leading to increased energy costs. Conversely, the correct choice and installation of insulation can result in significant savings and improved comfort.

CHOOSING INSULATION

The selection process begins with understanding R-Values, which measure how well the insulation resists heat flow. Different areas of a home, such as ceilings or walls, require insulation with specific R-Values. While cost is an important consideration, it’s important to look beyond the initial price. More expensive options like spray foam can offer better energy savings over time compared to cheaper materials like fiberglass. The market offers a variety of insulation types, including fiberglass, spray foam, rock wool, cellulose, and foam board. Each has

unique benefits and potential drawbacks. Navigating these choices often necessitates professional guidance to ensure you get the insulation that best fits your home’s needs. When choosing spray foam, it’s vital to make sure the product used is GreenGuard® certified, which means the product was tested and evaluated to meet stringent chemical emissions limits for healthier indoor air.

SELECTING THE RIGHT INSULATION CONTRACTOR

Proper installation is just as important as the insulation material itself. For superior results, it’s recommended to choose a BUILT TO SAVE® certified installer. This certification signifies that the installer has the necessary training and experience to install insulation correctly as required by high-performance home programs such as BUILT TO SAVE® and ENERGY STAR®. With over 16 years in the insulation industry, Valley Energy Specialist (VES) stands out in the Rio Grande Valley. Led by Robert Salinas, Jr. and his sons, Rob and Andrew, this family-owned business has gained a

strong reputation for providing superior and affordable insulation solutions. They offer a range of insulation options, from standard fiberglass to high-performance GreenGuard® certified spray foam, to suit various needs and budgets. VES’s team is adept at helping customers select the right insulation for their projects. They offer comprehensive services, from initial consultation to installation, ensuring that your insulation is not only chosen well but also installed correctly. For those living in climates with extreme temperatures, the right insulation is not a matter of preference but a necessity for comfort and efficiency. With expert assistance from a reputable company like VES, you can make an informed decision and ensure your home is properly insulated for peak performance. HOMEBUYING ADVICE

What to Look for When Buying an Energy Efficient New Home When purchasing an energy-efficient new home in South Texas, there are several key factors to consider to ensure you make an environmentally friendly and cost-effective choice. The region’s hot climate makes energy efficiency particularly crucial, as cooling costs can be a significant portion of a homeowner’s expenses. Here are some essential aspects to look for: INSULATION QUALITY: Ensure the home has

LOCAL BUILDING CODES COMPLIANCE:

high-quality grade 1 insulation, especially in the walls and attic. Proper insulation helps regulate indoor temperatures, reducing the workload on your heating, ventilation, and air conditioning (HVAC) system. Look for homes with insulation materials that are GREENGUARD Gold Certified, which means the products are built to contribute to safer, healthier air.

Ensure that the home complies with local building codes related to construction standards and to the State’s energy code. Compliance with these codes ensures that the home meets the minimum standards as required by law. Homebuyers should strive to build to above minimum code by building or buying a verified high-performance home which is superior to a similar home that’s built only to minimum building code standards.

ENERGY-EFFICIENT WINDOWS: Windows can significantly impact energy efficiency. Look for homes with double-pane or triple-pane windows with Low-E coating to minimize heat transfer. This helps maintain a comfortable indoor temperature and reduces the need for excessive cooling.

ENERGY STAR® APPLIANCES: Check if the home comes equipped with ENERGY STAR®-rated appliances. These appliances meet strict energy efficiency guidelines set by the U.S. Environmental Protection Agency, helping you save on electricity costs while minimizing environmental impact.

HVAC SYSTEM EFFICIENCY: South Texas’s warm climate demands an efficient HVAC system. Ensure that the home has a modern, energy-efficient heating and cooling system. Look for a high Seasonal Energy Efficiency Ratio (SEER) for air conditioners. More importantly, make sure the air unit is sized properly to avoid high energy bills, an uncomfortable and humid living environment, and moisture issues that can comprise the air quality in the home.

ENERGY-EFFICIENT LIGHTING: Look for homes equipped with energy-efficient lighting, such as LED bulbs. This small change can contribute significantly to reducing your electricity consumption over time.

SMART HOME FEATURES: Consider homes with smart home technologies like MVEC’s Nest that allow you to control and monitor energy usage. Smart thermostats, lighting systems, and other connected devices can help you optimize energy efficiency.

28

www.RGVNewHomesGuide.com

HIGH-PERFORMANCE HOMES: A home enrolled in a high-performance home program in the Rio Grande Valley like BUILT TO SAVE® or ENERGY STAR® in the AEP Texas High-Performance Home Program is verified by a third-party home energy rater to ensure the home meets the requirements of either of the programs. Verified high-performance homes are more comfortable to live in, have cleaner air inside, and are worth more money if you decide to sell. HOME ORIENTATION: Consider the orientation of the home concerning the sun. Properly designed homes can take advantage of natural shading and sunlight, reducing the need for artificial heating or cooling. By paying attention to these factors, you can make an informed decision when purchasing an energy-efficient new home in South Texas, benefiting both your wallet and the environment.

DISCOUNTS FOR CO-OP ADVERTISING IN RGV NEW HOMES GUIDE

QUALIFYING FOR MVEC OFFERS

RGV New Homes Guide, a quarterly printed and digital magazine in the Rio Grande Valley, provides marketing opportunities for developers of new home communities in MVEC’s territory.

BUILT TO SAVE® REBATES – The BUILT TO SAVE® program is responsible for determining the eligibility of builder rebates. The rebate amounts are determined by the home’s HERS score as documented and verified by the builder’s third-party Home Energy Rater.

For Developers

1) RGV NEW HOMES GUIDE COMMUNITY ADS

Developers with a community located in MVEC’s territory qualify for a rebate of $75 on their community ad in the RGV New Homes Guide. Community ads are ¼-page horizontal ads that provide an “at a glance” look at all of a community’s important information and provide traffic and sales leads.

2) RGV NEW HOMES GUIDE DISPLAY ADS

Developers advertising their MVEC community may qualify for a $300 rebate on their display ad available in half-page and full-page sizes. Distribution includes a digital and printed magazine as well as social media promotions on Facebook, Pinterest, Instagram, and Twitter. Visit rgvNewHomesGuide.com /magazine for a look at the RGV New Homes Guide. Email: info@acrossmediamarketing.com for advertising information.

To qualify for all of the offers shown here, builders and developers must be building or developing in a MVEC community. All offers are on a “funds available” basis and require pre-approval. See below for additional conditions.

RGV NEW HOMES GUIDE ADS – Co-op marketing rebates for advertising in the New Homes Guide requires branding with the “Powered by MVEC” logo. Artwork fees are not included. DRONE VIDEOS – This is a one-time offer for new home communities that are under development or newly developed and includes the cost of production. Drone videos are to be produced by Across Media Marketing, LLC and branded with the “Powered by MVEC” logo. Existing new home communities must have 80% of lots still available for construction to qualify. SIGNAGE – Artwork for community sign to be provided by MVEC in collaboration with Across Media Marketing, LLC. MVEC will provide a pre-determined amount based on the sign’s specifications to help cover the art fee. Installation of signage is the developer’s responsibility. Signage is required to be branded with the “Powered by MVEC” logo.

For more information about rebates, contact: Johnathan Sloss MVEC Business Development Representative

(956) 289-4055 / email jsloss@magicvalley.coop

3) DRONE VIDEOS FOR MVEC COMMUNITIES

Drone videos will give potential buyers a bird’s eye view of a community and its surrounding area. These videos will capture the look and feel of a community, thus giving viewers a comprehensive view of the “lay of the land” and nearby attractions. MVEC will provide a complimentary drone video for qualifying communities located in MVEC’s territory.

H O ME B U Y ER

Must-Knows

Not every builder in the BUILT TO SAVE® Program verifies every single home as BUILT TO SAVE®. It is the homebuyer’s responsibility to request this before their home is built.

Not all homes are built to equal standards. Most builders build only to bare minimum building codes. There is no legal requirement that they be constructed to highperformance home standards.

If your builder certified your home in the BUILT TO SAVE® Program, you will receive a certificate as proof that the home met all the requirements of a high-performance home–an invaluable document if you decide to sell your home.

BUILDING INDUSTRY NEWS

Affordable Homes of South Texas, Inc., Celebrates Its Roots with the Opening of Its New Construction Services Building.

October 4, 2023, witnessed a significant milestone at South Texas Affordable Homes, Inc. (AHSTI): the Grand Opening of a new building for its Construction Services department located at 514 South 16th Street in McAllen, Texas. The grand opening event, hosted by Affordable Homes of South Texas, Inc., was a celebration of the organization’s success and a tribute to individuals who played a key role its founding and in guiding it through a mission to improve the quality of life for the area’s low-income and underprivileged residents by providing them assistance and home ownership opportunities. The event featured speakers who reflected on the organization’s remarkable journey since its inception as McAllen Housing Services in 1976 in response to a City of McAllen Planning Department survey of the housing conditions in the city revealing that many families within the city limits were living in substandard conditions including the lack of the basic amenity of indoor plumbing. Two exceptional individuals, Arturo “Tito” Torres and Randy McLelland, who were instrumental in AHSTI’s early history, were honored with the dedication of conference rooms in their names. Their leadership and selfless contributions of time and effort helped in shaping the organization’s enduring future. Today, AHSTI, is proud to have evolved into becoming a “one stop” solution for all of a homebuyer’s needs by offering a variety of services including building home, homeowner education, financing, home improvements, emergency repairs, and rental and mortgage assistance, and much more. Bobby Calvillo, Executive Director of Affordable Homes of South Texas, Inc., and his staff are proud to continue the legacy of its founders. The AHSTI team is committed to providing the framework for the organization’s sustainability. For more information visit AHSTI.org

A

s you embark on the journey of a “New Year, New Home” in 2024, consider making a wise investment here in the Rio Grande Valley by choosing a home that seamlessly blends beauty with energy efficiency. This year, prioritize homes that bear either the Built To Save® verification or Energy Star®, thus ensuring that your dream home aligns with the highest standards of energyefficient construction. Both the Built To Save® and the Energy Star® programs are testaments to a builder’s commitment to energy efficiency. With either of these certifications, you can trust that your new home is equipped with cutting-edge features designed to minimize energy 38

consumption and reduce utility costs. Imagine stepping into a home where aesthetic appeal meets eco-conscious living. costs, and a decreased impact on natural resources make your investment in an energyefficient home a financially savvy and environmentally conscious decision. Celebrate the start of a new chapter in 2024 by choosing a home that mirrors your commitment to a better future. Your Energy Star® or Built To Save® verified home not only fulfills your desire for a beautiful and comfortable living space but also contributes to a more energy-efficient community. FINANCING

Steps to Apply for a Mortgage Applying for a mortgage can be a complex process, but breaking it down into steps can make it more manageable. Here’s a general guide if you want to to apply for a mortgage.

1 Understand Your Finances:

• Review your credit report: Obtain a copy of your credit report and check for any errors. Address any issues that may affect your credit score. • Assess your financial situation: Calculate your income, expenses, and debts to determine how much you can afford to borrow.

2 Set a Budget:

• Determine how much you can comfortably afford for a monthly mortgage payment. • Consider additional costs such as property taxes, homeowners insurance, and private mortgage insurance (PMI) if your down payment is less than 20%.

3 Save for a Down Payment

• Save for a down payment, which is typically a percentage of the home’s purchase price. The amount varies, but 20% is a common benchmark.

4 Get Pre-Approved

• Contact mortgage lenders to get pre-approved for a loan. Pre-approval provides an estimate of how much you can borrow and helps you understand your budget.

5 Choose a Mortgage Type

• Research different mortgage types, such as fixed-rate mortgages, adjustable-rate mortgages (ARMs), FHA loans, or VA loans. Choose the one that best fits your financial situation and goals.

6 Compare Lenders

• Obtain quotes from multiple lenders to compare interest rates, fees, and terms. Consider both traditional banks and online lenders.

7 Gather Documentation

• Lenders will require various documents, including proof of income, tax returns, bank statements, and information about your debts. Have these documents ready to streamline the application process.

8 Submit the Application • Complete the mortgage application provided by your chosen lender. Be thorough and accurate in providing information about your finances.

9 Lock In Your Interest Rate

• Once you’re satisfied with the terms, consider locking in your interest rate to protect against potential rate increases before closing.

10 Undergo the Underwriting Process

• The lender will review your application, verify your documentation, and assess your creditworthiness. This process may involve requests for additional information.

11 Receive Loan Approval

• Upon successful underwriting, you’ll receive loan approval. Review the terms and conditions before proceeding.

12 Close the Loan

• Attend the closing, where you’ll sign the final loan documents. Be prepared to pay closing costs, and ensure that you understand the terms of the loan.

13 Move into Your New Home

• After closing, you’ll officially own the home, and you can move in! Remember that the mortgage process can vary, and it’s essential to communicate with your lender and real estate professionals throughout the journey.
